New U.S. Tariff Regulations on Steel and Aluminum Products Under Section 232 – Effective March 12, 2025

The latest additional tariff regulations on steel and aluminum products under Section 232 of the U.S. Trade Expansion Act have been released and will take effect at 12:01 AM Eastern Standard Time on March 12, 2025. The enforcement of this policy will be based on the arrival time of shipments, but customs clearance and actual taxation will prevail. It is important to note that this additional tariff imposes a 25% import duty  on all steel and aluminum products, as well as their derivative products, imported from all countries.


Steel Products Exported from China to the U.S.:

oAlready subject to a 25% import tariff, which remains unchanged.
oFocus on derivative steel products: 
    ●Steel derivative products classified under Chapter 73 (e.g., stainless steel tableware 732393) will be subject to an additional 25% tariff.
    ●For products not classified under Chapter 73, two separate value declarations are required: 
          1.The value of the non-steel portion.
          2.The value of the steel-containing portion, along with the weight of the steel content (in kilograms).
    ●If the steel content is not provided, customs will assume 100% steel content by default. The 25% tariff will be applied to the steel portion only.
   ●(For products not under Chapter 73 but involving steel derivatives, please refer to the official announcement.)

Aluminum Products Exported from China to the U.S.

 

oPreviously subject to a 10% import tariff, which will now be increased to 25%.
oFocus on derivative aluminum products: 
    ●Aluminum derivative products classified under Chapter 76 (e.g., aluminum tableware 761510) will be subject to an additional 25% tariff.
    ●For products not classified under Chapter 76, two separate value declarations are required: 
         1.The value of the non-aluminum portion.
         2.The value of the aluminum-containing portion, along with the weight of the aluminum content (in kilograms).
    ●If the aluminum content is not provided, customs will assume 100% aluminum content by default. The 25% tariff will be applied to the aluminum portion only.
    ●(For products not under Chapter 76 but involving aluminum derivatives, please refer to the official announcement.)
